They wouldn't come out and say it's because he's a conservative. He doesn't have an active controversy right now. I doubt anyone is thinking about Tim Allen in their day to day life.
My guess is this is a preventative measure. They don't want to pour huge amounts of money into a Toy Story project only to have him become a controversy that needs to be addressed and compromises profits.
Take a look at how other conservative men carry themselves in recent years. You don't want Buzz Lightyear going off the rails publicly.
He's a social media shit storm waiting to happen. As it is they chose to connect a beloved children's character to a former cocaine dealer. That may have been OK in 1995 when everyone's history wasn't available with the click of a button, but now it's not so easy to bury the past.

OP is being intentionally misleading to sensationalize the story. Tim Allen is 67 years old. How would he play the real life Buzz Lightyear? What are they gonna do, show him fly fishing in Florida after his retirement? De-age his face but leave him with a stiff old man body like De Niro in The Irishman? This is a separate, live action project. If more Toy Story movies get made then Tim Allen will still likely be voicing the animated character.

HE WASN'T FIRED. It's not live action but it is NOT the "toy" version of the character that Allen voiced.
It is somewhat confusing. From what I gather, this is going to be about the character the "toy" is based on... all within the Pixar "Toy Story" world.
The Buzz Lightyear toy in "Toy Story" is from a space movie franchise in that Pixar world. This is going to be one of those movies... but for us. It's about a young Buzz as a test pilot. So the Buzz Lightyear we'll see is a human (animated) not a toy and Chris Evans is voicing that human. Like I said, confusing.

Well if this isn’t a live action movie but another animated feature, then there is certainly some question as to why they couldn’t use Tim. I saw him at a local comedy club years before he became famous, and he really had one of the funniest acts I’d ever seen. This was back when all the comedians did the comedy club circuit, so I saw a lot of them. I think he dumbed his stuff down, because I didn’t enjoy any of his tv shows. But I remember thinking back then that he was going to be really successful.

Yeah, R57. He publicly bashed Disney, blaming them for cancelling the show for "reasons" implied to be to quash his conservative spotlight when he KNEW that was not true.
What he knew and didn't say was how the show was produced by FOX but aired on ABC (disney) so Disney only made money on shows aired on their network and wouldn't make any money on rerun licensing, FOX would make that money.
And Last Man Standing was no longer in the top 20 tv shows so it wasn't bringing in the money a Disney produced show would in that same slot. It's common nowadays for bigger networks to produce the programming they air so they make money thru the whole cycle of the show., new to reruns. TIM ALLEN KNEW this. He's been in tv for decades, he knows the business. That's all Disney was doing. They were pruning the lower rated shows they didn't produce in-house from their lineup but he publicly smeared them, lying, to goad his fans.
I'm sure Disney execs didn't appreciate that since the'd been amicably in business with him for years and years.
